Telcoin Secures First U.S. Charter for a Regulated Blockchain Bank, Launching eUSD Stablecoin
By Lidia Yadlos
Norfolk, Nebraska — Telcoin has officially received final charter approval from the Nebraska Department of Banking and Finance to launch Telcoin Digital Asset Bank, marking a watershed moment in U.S. financial history. The approval makes Telcoin the first Digital Asset Depository Institution (DADI) in the country — and the first bank authorized to issue onchain digital cash directly linked to U.S. bank accounts.
At the heart of this initiative is eUSD, the first bank-issued, fully regulated U.S. dollar stablecoin, designed to bring blockchain-powered payments, remittances, and savings into everyday finance.
“Our charter makes history — not just for Telcoin, but for the entire U.S. banking system. We’re proving that a bank can issue on-chain digital cash responsibly and in alignment with U.S. regulators. eUSD brings the speed, transparency, and affordability of blockchain into everyday finance in a way anyone can use.”
Paul Neuner, Founder & CEO of Telcoin
Fully backed by U.S. dollar deposits and short-term Treasuries, eUSD provides users with real-time settlement, programmable money, and transparency — all within a federally compliant framework.
A Regulatory Milestone for Blockchain Banking
Telcoin’s charter approval comes on the heels of the GENIUS Act, a landmark piece of legislation providing federal clarity for stablecoins and digital assets. While many blockchain companies are pursuing trust charters or operating offshore, Telcoin’s approach — as a fully regulated depository bank — directly addresses systemic risk concerns raised by federal agencies.
“This isn’t about pulling money out of the banking system,” Neuner added. “It’s about upgrading the technology of money, payments, and banking itself.”
Through eUSD, Telcoin Digital Asset Bank will connect U.S. bank accounts with decentralized finance (DeFi) applications, enabling compliant yield products, on-chain settlements, and digital asset custody — all subject to regulatory approval.
Empowering Community Banks Nationwide
Beyond its own services, Telcoin Digital Asset Bank aims to help community banks across the country integrate blockchain-based systems.
“There are nearly 5,000 banks in the U.S., but only the largest 5% have the resources to handle digital assets in-house. We’re here to help the other 95% stay relevant and safely connect to blockchain finance.”
Patrick Gerhart, President of Banking Operations at Telcoin
This model positions Telcoin as both a pioneer and a bridge — helping local institutions tap into the $4 trillion blockchain economy while maintaining the security, trust, and compliance of the traditional banking system.
Banking at the Speed of the Internet
By aligning blockchain technology within a regulated banking framework, Telcoin is redefining what it means to bank in the digital age. The company envisions Digital Cash as a new layer of financial infrastructure — one that empowers small businesses, strengthens community banks, and modernizes payments at scale.
“We’ve worked toward this moment for years. Telcoin Digital Asset Bank now serves as proof that compliance and innovation can elevate banking to a new standard — one where money flows at the speed of the internet.”
Paul Neuner, Founder & CEO of Telcoin
The charter was officially signed by Governor Jim Pillen at the Nebraska State Capitol, solidifying Nebraska’s leadership in blockchain finance.
The Digital Asset Depository Institution charter was born from the Nebraska Financial Innovation Act (NFIA), spearheaded by former State Speaker and current U.S. Congressman Mike Flood and Department of Banking Director Kelly Lammers — positioning the state as a national hub for digital banking innovation.
